This Voter Guide was created to support community members in making informed choices in the upcoming Saint Paul City Council Special Election for Ward 4 on August 12, 2025.
Ward 4 includes all or parts of the Hamline-Midway, Merriam Park, Saint Anthony Park, Macalester-Groveland, and Como neighborhoods. With the seat now open following a midterm resignation, this election marks a pivotal moment for the ward—and for Saint Paul.
At The Forum, we believe that Black futures must be centered in conversations about leadership, development, and public policy. That’s why this guide asks candidates to go beyond talking points and speak directly to the issues that shape our lives: housing stability, Black homeownership, community investment, public safety, youth well-being, and more.
We do not endorse candidates. Instead, our role is to equip residents with the information needed to engage deeply, ask bold questions, and cast votes that align with their values.
